"receives direct federal funding through the Combined Federal
Campaign (federal employees can get paid leave to fund-raise for
CFC groups)." This is not true. "loaned executives" can receive
"administrative leave" to promote the CRC campaign, but they cannot
directly fundraise for any individual CFC charity. Other federal
employees do not receive paid leave for CFC group fundraising.
